GENERAL HEAD QUARTERS, STATE OF OHIO, ADJUTANT GENERAL'S OFFICE, COLUMBUS, O., July 18th, 1863.
General Orders, No. 22.
The letter of a company is only used as a convenient mode of permanent designation. -- (U. S. Army Regulations, Para. 71. Military Law, Sec. 8.) Beyond this, it has no effect whatever. It does not indicate Rank. Between commandant of companies of equal grade and date of office, positions in the line may be assigned by the officer in command, or he may, at his discretion, permit a decision by lot. The relative rank being ascertained, names of company commandants will stand on the Roster, and the will take position in line, according to date of commission in all regimental, battalion and squadron duty. (Sec. 28 Militia Law.)
The date of commission, within the meaning of the law, is not the date of issue, but the date of election, or appointment recited in the commission and at which the term of office begins.
The ranking officer present on any service, necessarily commands.
BY ORDER, CHAS. W. HILL,
Adjutant General of Ohio.
